Grace B. Carter
Biography
Ms. Grace B. Carter is Of Counsel with Gilbert Employment Law. Ms. Carter provides advice and counsel in the areas of federal government employment law, MSPB, the Federal Circuit, and EEOC.
Ms. Carter was an Administrative Judge for the Merit Systems Protection Board until her retirement. She served as an Assistant Regional Counsel with the Social Security Administration where she was involved in social security disability litigation and served on the Employment Law Team. In that role, she represented the agency in arbitration hearings, and before the MSPB and the EEOC. Ms. Carter spent 15 years in private practice as a solo practitioner involved primarily in civil litigation. She started her career writing obscure articles on state education policy and cultivated her love of writing, presenting and teaching.
She has trained management, labor relations and human resource personnel as well as advocates, students and representatives on diverse employment law topics including charging and penalties, Whistleblower protection and MSPB best practices. She has presented at the EEOC’s EXCEL conference, the FDR conference and in numerous agency and union sponsored training events.
She is a member of the Colorado bar and has been admitted to the 9th and 10th circuits, as well as the Districts of Colorado, Hawaii, Washington, and the Central, Eastern and Southern Districts of California. Also, she is a certified mediator, coach, and facilitator.
