Donna P. Price
Biography
Ms. Price is Of Counsel with Gilbert Employment Law, focusing on the representation of individuals undergoing federal background investigations related to their eligibility for access to classified or sensitive information at all levels; as well as suitability for employment by the federal government. When working with the firm, Ms. Price represents federal government employees, active duty and reserve military personnel, and employees of federal contractors before the adjudication offices of all federal agencies.
Prior to joining Gilbert Employment Law in 2020, Ms. Price was employed in the private practice of law for over 15 years. In addition to having served as a Senior Vice President, Privacy and Compliance and Chief Compliance Officer for a contractor in the military TRICARE arena; counsel for a Defense Contractor; and served on active duty in the U.S. Navy Judge Advocate General’s Corps for 25 years, retiring as a Captain. During her Navy career, Captain Price served as: a Prosecutor, Defense Counsel and Military Trial Judge – handling military Courts Martial trials ranging from misdemeanor to murder charges as well as administrative discharge, disability discharge and retirement proceedings, retirement grade determinations, Boards for Correction of Military Records, and Discharge Review Board cases; Commanding Officer of the largest legal office in the Department of the Navy; as a Legislative Counsel in the Department of the Navy Office of Legislative Affairs, responsible for a personnel and medical issues affecting the Navy before Congress; as an Instructor at the Naval Justice School, Editor-in-Chief of the Naval Law Review; and as a Personnel Officer for two-thirds of the JAG Corps, among other responsibilities. During her Navy career Captain Price was awarded: the Legion of Merit (two awards); Meritorious Service Medal (four awards); Navy Commendation Medal (two awards); Navy Achievement Medal; in addition to numerous service medals; and is a life member of the Veterans of Foreign Wars (VFW).
Ms. Price is an adjunct professor at the University of Richmond School of Law where she has taught Military Law and a Civil Rights course focused on LGBTQ issues. Ms. Price transitioned from male to female in 2014 and was the first transgender individual elected to local office in Virginia, currently serving as the Vice Chair of the Albemarle County Board of Supervisors. She served as an Election Official for approximately 15 years in various jurisdictions and precincts; as well as the Chair of the Board of Governors of the Military Law Section of the State Bar of Virginia.
Ms. Price earned her Bachelor of Arts and Juris Doctor degrees from Mercer University, and her LL.M. in International and Comparative Law, with Highest Honors, from the George Washington School of Law.
